Tilou is a small-time fisherman in an Assamese village, barely managing to feed his family. One day, the fishermen are evicted by a goon claiming he has leased a part of the lake where their community has fished for generations. Desperate, Tilou buys a cycle rickshaw that forces him on city streets. When tragedy strikes, his wife Basanti takes care of their children, and observes how the river's changing course has swallowed fertile lands.

Dr. Pankaj Borah is the scriptwriter, director and producer of Noi Kotha, River Tales, his debut feature. His day job is as an Associate Professor, Department of Political Science, Madhabdev University, Assam, North East India. A politico-cultural activist, his organisation Pathik has performed street plays since 15 years, and he is a regular columnist in the local leading vernacular daily, Amar Asom. River Tales is an entirely Indigenous film, reflecting the community's stories and lived realities. All the cast and crew, including the director and producer, belong to Indigenous Assamese communities, and most are officially classified as marginalised, including the Kaibarta (Scheduled Caste), Koch (Other Backward Class) and Mising (Scheduled Tribe).
